CDA requires that eligible seniors participating in any CDA program will not be subjected to the following:

• Means Tests (income testing) will not be used by any contractor for any CDA Program.
• Services shall not be denied to a CDA client that does not contribute toward the cost of the services received.
• Methods used to solicit voluntary contributions for CDA services shall be non-coercive.
• Donation letters sent to clients for CDA services shall stipulate that contributions are voluntary and not required to receive services.
